To ensure equitable distribution, a cap of 10% of total slots per state is applied during the initial allocation round. Any unfilled positions will be carried forward to a second round of selection.
The selection process occurs in two phases:
- Applicants must secure an unconditional offer of admission from a university ranked among the top 500 in the QS World University Rankings.
- A merit list is created based on the university's ranking, with tie-breakers determined by the applicant's qualifying examination scores.
A waitlist of up to 50% of total seats is maintained and remains valid until March 31 of the selection year.
Application Process and Requirements
The application process for the National Overseas Scholarship is conducted electronically. Interested candidates must submit their application forms along with the necessary documentation, which includes:

- Aadhaar card
- Admission letter from the foreign university
