The University Grants Commission (UGC) has issued a clear directive to all higher education institutions in India, emphasising the timely conduct of examinations and prompt issuance of final degrees and certificates. The move aims to safeguard students’ academic progression and future employment prospects, particularly as delays in results and degrees often prevent access to suitable opportunities. According to the UGC, students are entitled to examinations and result declarations as per the schedule outlined in the academic calendar in the institution’s prospectus. The Commission has reminded universities and colleges that delays not only hinder academic continuity but also cause career setbacks, as employers often require official certificates for recruitment and higher studies.

 

Key Guidelines Issued by the UGC

To ensure compliance, the Commission outlined specific timelines and responsibilities:

  • Examination Conduct: All Higher Education Institutions (HEIs) must complete scheduled exams on or before the dates specified in their academic calendars.
  • Result Declaration: Results must be announced promptly following the conclusion of examinations.
  • Degree Issuance: Students must be awarded their degrees and certificates within 180 days from the declaration of results.
  • Accountability Measures: UGC holds the power to initiate punitive action against institutions failing to comply with these timelines.

These measures are intended to prevent delays that could impede students from enrolling in further studies or joining employment opportunities.

The directive addresses a longstanding concern among students who face administrative delays in receiving certificates. Such delays often disrupt admission to postgraduate courses, competitive exams, or private and government employment opportunities.
