New Delhi, December 31, 2025, the latest literacy data from the Periodic Labour Force Survey (PLFS) 2023–24 shows that Mizoram recorded the highest literacy rate in India at 98.2 percent, reflecting broad-based gains in educational access and achievement across the state. The survey provides a detailed view of literacy performance for individuals aged 7 years and above across states and union territories. The literacy rankings reveal significant regional variations, with smaller states and union territories often outperforming larger states in literacy outcomes. These figures underscore progress made through targeted education policies, while also highlighting disparities that persist across the country.

 

Mizoram Tops Indian Literacy Rankings With 98.2 Percent

According to the PLFS 2023–24, Mizoram leads all Indian states and union territories with a 98.2 percent literacy rate, making it the most literate region in the country. This milestone reflects sustained efforts in expanding schooling, adult education initiatives, and community-driven teaching programmes. Detailed data also shows that Lakshadweep followed closely with 97.3 percent, and Nagaland achieved a 95.7 percent literacy rate, securing the second and third positions, respectively, among India’s top performers.

 

Other Top Literacy Performers: Lakshadweep, Nagaland, Kerala

Beyond Mizoram, the updated literacy list includes several states and UTs with strong educational performance:

  • Lakshadweep: 97.3 percent literacy rate, ranking second nationally.
  • Nagaland: 95.7 percent literacy rate, placing third among all states and UTs.
  • Kerala: 95.3 percent literacy rate, known historically for its robust education system.
  • Meghalaya: 94.2 percent, and Tripura: 93.7 percent literacy rates also feature among the top performers in the country.

These regions illustrate how strategic policy focus, investment in schooling infrastructure, and community engagement contribute to achieving high literacy benchmarks.

 

Literacy Trends and Regional Disparities Across India

The overall national literacy rate for individuals aged 7 years and above stands at 80.9 percent, indicating continuing progress in education over the years. However, this average masks significant regional disparities. Smaller states and union territories such as Mizoram and Lakshadweep outperform many larger states due to targeted programmes, higher schooling attendance, and strong socio-cultural emphasis on education. Educational analysts note that while overall literacy is improving, continued efforts are needed to address gaps in larger states where literacy rates remain below the national average. Investments in foundational learning, teacher training, and educational infrastructure remain key to further narrowing these differences.
