The Central Board of Secondary Education (CBSE) has announced that from the 2025 examination session onwards, Migration Certificates for Class 10 and Class 12 students will be issued only through DigiLocker. No hard copies of the certificates will be printed or dispatched by CBSE.
This step aims to modernize document handling and ensure faster, safer access for students. Certificates issued digitally through DigiLocker will be official, verified, and free of charge. The initiative aligns with the Digital India mission and the UGC’s 2022 directive for educational institutions to accept DigiLocker-issued documents as valid and authentic.

The decision eliminates the need for students to apply and pay for physical copies. Instead, certificates will be automatically uploaded to individual DigiLocker accounts. These digital certificates are tamper-proof, instantly verifiable, and can be easily shared with universities and institutions.

What CBSE Announced on X
CBSE shared a clarification post on its official handle @cbseindia29, confirming that from 2025 examinations, Migration Certificates will only be available digitally in students’ DigiLocker accounts. The Board also clarified that the fee charged for issuing hard copies will no longer apply.
During the transition phase, students who still require physical copies can apply through the Duplicate Academic Document System (DADS) on the official CBSE website.

Transition Period and Data Insight
During the ongoing transition, students may still request physical copies via cbseit.in/cbse/web/dads/List.aspx. However, CBSE data shows that only 38,386 students out of 17,04,367 Class XII candidates applied for hard copies in 2025 — indicating that most students have already shifted to digital formats.
The CBSE DigiLocker initiative marks a major shift towards paperless documentation and a secure digital academic record system. This move ensures easier access, nationwide acceptance, and faster processing for all CBSE students beginning from the 2025 examination year.
