Canada has introduced a temporary policy allowing certain foreign workers already in the country to study for up to six months without obtaining a separate study permit.

 

The measure, which took effect on September 4, 2026, applies to eligible foreign nationals who hold a valid Canadian work permit. Their course or programme must not be longer than six months. The authorization lasts for up to six months or until the worker's existing work permit expires, whichever comes first.

 

Immigration, Refugees and Citizenship Canada (IRCC) said the measure is intended to give temporary workers greater flexibility to pursue short-term education, training, professional licensing and skills development while continuing to work in Canada. The policy is currently scheduled to remain in effect until December 31, 2027.

 

The policy does not create a new route for foreign nationals to enter Canada as workers. It applies to eligible workers who are already in Canada with valid work permits.

 

Canada Study Without Study Permit: Who Is Eligible?

Under the temporary public policy, a foreign worker may be able to study without a study permit if they meet the following conditions:

  • They hold a valid work permit.
  • Their course or programme of study lasts six months or less.
  • Their work permit remains valid for the period of study.

The worker can study for up to six months or until the expiry of the work permit, whichever occurs first.

 

The policy therefore does not allow a worker with a short remaining period on their work permit to automatically receive six months of study authorization. For example, if an eligible worker's permit expires in four months, the authorization to study under this measure ends when that work permit expires.

 

IRCC says the educational institution may ask the worker to provide a valid work permit as evidence that they qualify under the temporary measure.

 

How Long Can Foreign Workers Study in Canada Without a Study Permit?

Eligible workers can study for a maximum of six months under the temporary policy.

 

However, the actual period available may be shorter if the worker's existing work permit expires before the six-month period is completed. The authorization is therefore limited to the earlier of:

 

Six months or the expiry date of the valid work permit.

 

Workers who want to pursue a programme longer than six months cannot use this temporary measure to cover the entire programme. They would need to follow the applicable study-permit requirements.

 

Full-time study is also subject to an important limitation. IRCC states that work experience gained while studying full-time under this temporary policy will not count toward eligibility for the Canadian Experience Class or Canadian work-experience points under Express Entry's Comprehensive Ranking System.

 

What Courses Can Foreign Workers Take Without a Study Permit?

The policy covers a course or programme lasting six months or less. IRCC says the measure is intended to support short-term licensing, education and training opportunities for workers already in Canada.

 

The government has specifically highlighted skills development for workers in areas such as trades, nursing and laboratory technology, where additional training can support labour-market needs.

 

The policy can therefore be relevant to workers seeking short-duration programmes that help them:

  • upgrade existing skills;
  • obtain additional training;
  • pursue professional licensing;
  • obtain short-term credentials; or
  • move towards higher-skilled occupations.

However, the policy should not be interpreted as a general exemption from Canada's study-permit system. The six-month maximum and valid-work-permit requirement remain central to eligibility.

 

Canada Policy Also Applies to Eligible Workers in Quebec

The temporary measure applies to eligible workers in Quebec as well.

 

IRCC states that eligible workers in Quebec can study without a study permit under the policy from September 4, 2026. They are also exempt from obtaining a Quebec Acceptance Certificate (CAQ) for the studies covered by this temporary measure.

 

This temporary CAQ exemption takes effect alongside the federal public policy and applies only where the worker meets the eligibility conditions of the measure.

 

Foreign Workers Can Continue Working While Studying

The new measure is designed specifically for people who are already working in Canada.

 

Workers remain subject to the conditions of their existing work permits. IRCC says the temporary policy removes study-related conditions from the work permit, but workers remain responsible for complying with the other applicable conditions of their authorization to work.

 

Workers may also need to reach an agreement with their employer if their studies affect their employment schedule. For example, a worker may need to reduce their working hours to accommodate a course even if the work permit itself permits the employment.

 

The measure therefore provides flexibility to pursue education alongside employment but does not automatically change the worker's employment contract or guarantee that an employer must modify working arrangements.

 

What Happens If a Worker Wants to Take a Co-op Programme?

Additional requirements can apply if the course includes a co-op work placement.

 

IRCC says that a worker who wants to begin a co-op placement may need a new employer-specific work permit if the co-op employer or occupation differs from the worker's current employer or occupation.

 

Open work permit holders do not need to apply for a new work permit for this purpose under the policy's stated conditions.

 

Workers considering a programme with a mandatory co-op component should therefore check the work authorization requirements before enrolling.

 

Does the New Policy Create a New Pathway to Canada?

No.

 

The Canadian government has specifically stated that the temporary measure is not a new pathway for foreign workers to come to Canada.

 

Instead, it provides additional flexibility to people who are already in Canada with valid work permits. IRCC introduced the measure to help eligible workers gain skills, obtain credentials and pursue professional licensing while contributing to the Canadian labour market.

 

This distinction is important for prospective applicants outside Canada. A person who does not already hold a qualifying Canadian work permit cannot use this policy simply to enter Canada for a short course.

 

What the Policy Means for Indian Workers in Canada

The measure could be relevant to Indian nationals already working in Canada who want to pursue short-term education without moving immediately into the separate study-permit process.

 

For example, an eligible worker could use the measure to pursue a short-duration programme connected to professional skills, licensing or occupational advancement while retaining their existing work authorization, provided the programme lasts no more than six months and the worker's permit remains valid.

 

This creates an additional upskilling and credential-building option for Indian workers already in Canada, particularly those looking for shorter programmes rather than a full-time programme requiring a conventional study permit.

 

However, the policy does not provide a new route for Indian students or workers outside Canada to enter the country. Eligibility is tied to holding a valid Canadian work permit.

 

Study Permit Still Required for Longer Programmes

The temporary measure does not remove the general requirement to obtain a study permit for longer studies.

 

A worker planning to undertake a programme lasting more than six months cannot rely on this policy for the entire programme. The applicable study-permit process would still need to be followed.

 

IRCC's general guidance also states that foreign nationals studying for longer than six months generally need a study permit, subject to specific exemptions.

 

Workers should therefore check the exact duration and structure of a programme before assuming that it qualifies. A short course that is part of a longer programme may also need to be assessed under the relevant study-permit rules rather than simply relying on the six-month duration.

 

Temporary Policy Runs Until December 31, 2027

The temporary public policy is scheduled to remain in effect until December 31, 2027, unless it is revoked earlier.

 

IRCC introduced the measure under Canada's immigration legislation to provide eligible foreign workers with greater flexibility to upgrade skills, obtain new credentials and pursue professional licensing. The government has linked the policy to labour-market needs, including shortages in sectors such as healthcare.

 

The measure is therefore time-limited and should not be treated as a permanent change to Canada's study-permit rules.

 

What Foreign Workers Should Check Before Enrolling

A foreign worker considering study under the temporary policy should confirm:

  • their Canadian work permit is valid;
  • the course or programme lasts six months or less;
  • the programme can be completed before the work permit expires;
  • the educational institution accepts the temporary study authorization;
  • they can provide their valid work permit if the institution requests proof;
  • any co-op component has the required work authorization; and
  • they understand that full-time study under the policy may affect how their work experience is counted for certain permanent-residence pathways.

Workers in Quebec should also confirm that they qualify for the temporary CAQ exemption that accompanies the federal policy.

 

What Canada's New Study Policy Means for Foreign Workers

The temporary measure gives eligible foreign workers an additional way to pursue short-term education and skills development without obtaining a separate study permit.

 

Its practical value is greatest for workers who are already established in Canada and need a short course, credential or licensing-related programme to advance in their occupation. It may also help employers and workers address skills gaps without requiring the worker to immediately change their immigration status.

 

At the same time, the policy has clear boundaries: the worker must have a valid work permit, the programme must be no longer than six months, and the authorization cannot extend beyond the expiry of the worker's existing permit.

 

For Indian nationals already working in Canada, the measure could provide a useful short-duration upskilling option. It does not, however, create a new route for people outside Canada to enter the country for education or employment.
