Bihar Chief Minister Nitish Kumar has expanded the scope of the Chief Minister’s Resolves Self-Help Allowance Scheme under the Saat Nischay programme. The scheme, which earlier covered only intermediate-passed youth, will now also benefit unemployed graduates from arts, science, and commerce streams. According to the announcement, eligible graduates aged 20–25 years who are not pursuing further studies, not self-employed, and not engaged in any government or private jobs will receive a monthly allowance of ₹1,000 for up to two years.
Details of the Announcement
In a post on X (formerly Twitter), Nitish Kumar highlighted the government’s commitment to empowering the state’s youth.
- The target has been set to create one crore job and employment opportunities in the next five years.
- Youth are being provided skill development training to enhance employability.
- The new extension ensures graduates get financial support while preparing for competitive exams or skill programmes.
Kumar said: “I hope that the youth will use this assistance allowance to obtain necessary training and prepare for competitive examinations so that their future can be secured.”
Eligibility Criteria
The scheme has been broadened to cover graduates under specific conditions.
Objective of the Scheme
The government stated that the allowance is designed to ensure Bihar’s youth become self-reliant, skilled, and job-ready. It will:
- Provide financial aid during the job search phase.
- Support graduates in skill-building and coaching for competitive exams.
- Bridge the gap between graduation and employment opportunities.
Officials added that the initiative will help graduates prepare for jobs in both government and private sectors.
Impact on Youth Employment
The scheme is part of the broader employment mission that aims to strengthen Bihar’s workforce. With the expansion, thousands of graduates will now gain access to financial assistance, training, and job readiness opportunities. Government officials said the measure is expected to boost participation in skill training programmes, improve employability, and reduce financial stress among young job seekers.
