The Uttarakhand SSC Paper Leak 2025 has prompted the state government to take strict action. Chief Minister Pushkar Singh Dhami announced that the Uttarakhand Subordinate Services Selection Commission (UKSSSC) paper leak case will be handed over to the Central Bureau of Investigation (CBI) for further inquiry. The decision follows days of student protests in Dehradun and other districts demanding a fair investigation and cancellation of the graduate-level recruitment exam held on September 21, 2025.
Student Protests and Government Response
Students staged demonstrations across Dehradun and other parts of the state, calling for stringent punishment for those involved in the malpractice. Addressing the agitating students, CM Dhami said that the government would not tolerate irregularities in recruitment tests.

- Respecting student demands, the government recommended a CBI inquiry.
- Strict action will be taken under the 2023 anti-copying law.
The protests lasted for eight consecutive days, highlighting public concern over the credibility of recruitment exams.
Arrests and Suspensions Following the Paper Leak
The investigation has already led to several arrests:
- Khalid Malik, alleged mastermind, and his sister Sabia were taken into custody.
- Hakam Singh Rawat, linked to a paper leak in 2021, and other associates were also arrested.
- Three pages of the exam paper were leaked and circulated on social media ahead of the test.
In addition, two police officials deployed at an exam centre in Haridwar and an assistant professor accused of assisting candidates with leaked questions have been suspended.

Similar incidents were reported in 2021 and 2023, affecting the credibility of recruitment exams conducted by UKSSSC. While the announcement of a CBI probe has calmed tensions to some extent, aspirants continue to demand cancellation of the exam and strict action against all involved parties.
