UPSC Notification 2026: 15 Major Changes in CSE Application

UPSC Notification 2026 introduces 15 major reforms in the Civil Services Examination process, including a four-stage application system, live photo capture, Aadhaar-based verification, and stricter eligibility norms.

UPSC Notification 2026: 15 Major Changes in CSE Application

The Union Public Service Commission has announced significant reforms in the Civil Services Examination (CSE) 2026 notification. The changes aim to improve transparency, simplify application procedures, enhance security, and enforce stricter eligibility norms. The last date to apply online is February 24, 2026 (6:00 PM). Candidates are advised to carefully follow the updated guidelines to avoid rejection of applications.

 

Four-Stage Online Application System Introduced

UPSC has redesigned its portal into a four-module system:

  1. Account Creation – Registration using email ID and mobile number.
  2. Universal Registration Number (URN) – A permanent ID generated once and valid for life.
  3. Common Application Form (CAF) – Stores personal, educational, and category details for all UPSC exams.
  4. Examination-Specific Module – Includes exam centre selection, fee payment, service preference, and optional subject selection.

The URN system ensures candidates do not need to re-register for future examinations.

 

Mandatory Live Photo and Signature Rules

UPSC has introduced compulsory live photo capture along with uploading a recent passport-size photograph. Any mismatch or unclear image may lead to rejection. Additionally, candidates must upload scanned signatures made three times on white paper using black ink. Blurred or incorrect signatures may invalidate applications.

 

Aadhaar Verification and Face Authentication

While not mandatory, UPSC strongly encourages Aadhaar-based verification for faster authentication. Other accepted ID proofs include Voter ID, PAN, Passport, and Driving Licence. For 2026, UPSC has also introduced mandatory face authentication at exam centres, along with document verification and security checks to prevent impersonation.

 

Correction Window and URN Update Facility

A three-day correction window will open after February 24, 2026. However:

  • Changes in URN profile are allowed only once.
  • Updates will apply only to future exams.
  • Already submitted applications will not be modified.

 

Online Admit Card System

UPSC has fully shifted to an online e-Admit Card system. No physical copies will be sent. Candidates must download and print the admit card from the official website before the examination.

 

Changes in Eligibility and Service Rules

The notification introduces strict restrictions:

  • Candidates already serving in IAS or IFS cannot appear for CSE 2026.
  • IPS officers cannot opt for IPS again.
  • A one-time improvement attempt is allowed for IPS and Group ‘A’ service candidates under specified conditions.
  • Representation window for question papers reduced from 7 days to 5 days.

PwBD candidates can opt for centres even after capacity is reached, subject to first-apply-first-allot rules.

 

OBC and EWS Certificate Rules Updated

OBC (Non-Creamy Layer) certificates must be based on income for FY 2022-23, 2023-24, and 2024-25 and issued after April 1, 2025. EWS certificates must be issued based on FY 2024-25 income and assets and not later than the application closing date.

 

Mandatory Post-Result Logins

Candidates must log in:

  • Within 10 days after Prelims results
  • Within 15 days after Mains written results

Failure to comply may result in disqualification.

 

Service Preference Change Window

UPSC will allow candidates to revise service preferences after the declaration of Civil Services Mains 2026 results. This provides flexibility for informed decision-making. The UPSC CSE 2026 notification marks one of the most comprehensive procedural overhauls in recent years, emphasizing digital verification, security, and structured application management. Candidates must thoroughly review all instructions before submitting their forms.
