UPSC CSAT Review Proposed Over Concerns for Non-Science Students

A parliamentary panel has recommended reviewing the UPSC CSAT paper due to concerns over its difficulty for non-science students. The committee has suggested rationalising the syllabus and difficulty level without removing the paper.
UPSC CSAT review has been proposed after a parliamentary panel flagged concerns for non-science students. The recommendation was made in a report presented on March 16, 2026. It calls for evaluating the structure and difficulty of the aptitude paper.
UPSC CSAT 2026 Panel Recommendation on Aptitude Paper Review
A Department-related Parliamentary Standing Committee has advised the Union Public Service Commission (UPSC) to undertake a comprehensive review of the Civil Services Aptitude Test (CSAT). The panel observed that the paper creates challenges for candidates from non-science and non-quantitative backgrounds. It has recommended rationalisation rather than removal of the paper.
CSAT Syllabus and Difficulty Level Concerns in UPSC Exam
The committee has specifically suggested reviewing both the syllabus and difficulty level of the CSAT component. The aim is to ensure fair assessment across candidates from diverse academic disciplines. Key observations made by the committee include:
- CSAT poses higher difficulty for non-quantitative background students
- Need for balanced evaluation across streams
- Importance of maintaining fairness in competitive exams
The recommendations focus on improving inclusivity without altering the core structure of the exam.
Parliamentary Committee Report on UPSC CSAT 2026 Details
The recommendation was part of the 160th Report of the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice. The report was presented in Parliament on:
- March 16, 2026 – Rajya Sabha
- March 16, 2026 – Lok Sabha
The committee is chaired by Brij Lal, a Member of Parliament in the Rajya Sabha and former Director General of Police of Uttar Pradesh.
UPSC CSAT 2026 Reform Focus on Fairness and Accessibility
The panel has not recommended abolishing the CSAT paper. Instead, it has emphasised the need for review and rationalisation to ensure equitable evaluation standards. If implemented, the proposed changes may help create a more balanced examination system for candidates from varied educational backgrounds.
