UPSC Marks Disclosure Case and CIC Hearing Details

The Central Information Commission is currently hearing an RTI appeal that seeks disclosure of detailed marks of candidates selected in the Civil Services Examination after 2017. The appellant has argued that the earlier practice of publishing detailed marks was discontinued after CSE 2017, when the Union Public Service Commission (UPSC) shifted to releasing only aggregate scores.

 

According to submissions recorded during the CIC proceedings, the lack of detailed marks has significantly reduced transparency in the examination system. The applicant has claimed that this information gap allows coaching institutes to promote unverifiable claims regarding candidate performance in specific optional subjects. At the same time, the Department of Personnel and Training has presented a contrasting viewpoint, suggesting that releasing detailed marks may also lead to commercial exploitation of sensitive academic data.

 

Concerns Over Coaching Institutes Misusing UPSC Data

A major issue raised in the CIC hearing is the alleged misuse of examination data by coaching centres. The appellant has argued that several coaching institutes publish exaggerated advertisements claiming high success rates and top scores without verifiable evidence.

 

It has been highlighted that aspirants are often influenced by such marketing strategies while selecting optional subjects, which may not always align with their academic strengths. The concern is that selective interpretation of performance data could distort student decision-making in one of India’s most competitive examinations. The Department of Personnel and Training has also supported the concern that detailed marks could be used selectively by coaching institutes to project certain optional subjects as “high scoring,” thereby influencing aspirants’ choices in a misleading manner.

 

Transparency Debate in UPSC Civil Services Examination

The case has reopened a broader debate over transparency in the UPSC Civil Services Examination system. Until 2017, UPSC published detailed paper-wise marks of recommended candidates. However, from 2018 onwards, only aggregate marks have been made public.

 

The appellant argues that this change has reduced accountability and created an information imbalance between aspirants and coaching institutions. In competitive examinations like UPSC, access to detailed performance data is often seen as essential for informed decision-making. On the other hand, the government maintains that certain examination data may fall under the category of personal information, and unrestricted disclosure could have unintended consequences.

 

DoPT and UPSC Administrative Perspective

The Department of Personnel and Training, which oversees administrative matters related to UPSC, has defended the current policy by stating that subject-wise mark distribution may be sensitive in nature. The department has also suggested that such data could be misused in a commercial context.

 

According to the submissions, coaching institutes could potentially use selective data to promote specific optional subjects as more advantageous, thereby influencing aspirants’ choices in a non-transparent manner. The CIC has noted that both sides raise valid concerns, highlighting the complex balance between transparency under the Right to Information Act and protection against misuse of official data.

 

Impact on Civil Services Aspirants and Coaching Ecosystem

The issue has significant implications for civil services aspirants across the country. UPSC candidates often rely on coaching institutes for guidance in selecting optional subjects and preparation strategies.

 

If detailed marks are disclosed, it may improve transparency but also risks being used as marketing material by coaching centres. If withheld, it may protect against misuse but reduce data availability for aspirants making informed choices. This dual challenge has made the issue one of the most debated topics in the civil services preparation ecosystem in recent years.

 

CIC’s Role and Possible Directions

The Central Information Commission is expected to examine whether the discontinuation of detailed marks disclosure is justified under the RTI framework. The commission may also consider whether a balanced approach can be developed that ensures both transparency and safeguards against commercial misuse. In its observations, the CIC has indicated that the government has not yet provided complete documentation explaining the policy shift made after 2017. Further clarifications and supporting records have been sought from the DoPT.

 

Ongoing Debate Between Transparency and Misuse

The UPSC Civil Services marks disclosure case highlights a critical governance dilemma between transparency in public examinations and the potential misuse of sensitive data by private coaching institutions.
