UPSC CSAT Under Review Today as Parliamentary Panel Meets DoPT

A Parliamentary Standing Committee is scheduled to review the Civil Services Aptitude Test (CSAT) component of the UPSC Civil Services Preliminary Examination today. The panel will hear views from officials of the Department of Personnel and Training (DoPT) and UPSC. The meeting will also focus on the status of vacancies in the Central government and examine whether the current CSAT pattern creates challenges for candidates from diverse academic backgrounds.
The Department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice is set to review the Civil Services Aptitude Test (CSAT) component of the UPSC Civil Services Preliminary Examination today. The meeting, to be held at the Parliament House Annexe Extension (PHAE), will include discussions with senior officials from the Department of Personnel and Training (DoPT) and the Union Public Service Commission (UPSC) on the role of CSAT and the progress of filling vacancies in the Central government.
UPSC CSAT Review 2026: Why the Parliamentary Panel Is Meeting
The parliamentary committee will examine whether the existing CSAT pattern continues to meet the objectives of the Civil Services Examination while ensuring equal opportunities for candidates from different academic backgrounds. The committee is chaired by Rajya Sabha MP and former Uttar Pradesh Director General of Police Brij Lal. The meeting is expected to cover the following issues:
UPSC CSAT Concerns Raised by the Committee
The panel has previously expressed concerns that the aptitude test places greater emphasis on mathematics, logical reasoning, and analytical ability, which may disadvantage candidates from humanities and other non-quantitative academic streams. According to the committee, the Civil Services Examination has traditionally attracted candidates from diverse educational backgrounds, and any component of the examination should preserve that diversity while assessing essential administrative aptitude.
What Is UPSC CSAT and Why Is It Important?
The Civil Services Aptitude Test was introduced in 2011 as Paper II of the UPSC Civil Services Preliminary Examination. Although it is a qualifying paper, candidates must secure the prescribed minimum qualifying marks to have their General Studies Paper I evaluated. Failure to qualify in CSAT results in the candidate's General Studies Paper I remaining unevaluated, irrespective of performance in that paper. The paper assesses several competencies, including:
- Logical reasoning
- Analytical ability
- Reading comprehension
- Decision-making skills
- Basic numeracy
- Data interpretation
Previous Recommendations on UPSC CSAT Pattern
Earlier this year, the Parliamentary Standing Committee recommended that UPSC undertake a comprehensive review of the CSAT syllabus and its level of difficulty. The recommendation aimed to evaluate whether the current structure creates unintended barriers for candidates from non-science and rural backgrounds. The committee clarified that it had not recommended abolishing CSAT, but instead suggested rationalising the syllabus and conducting an empirical assessment of its impact across different categories of aspirants.
Central Government Vacancies Also on the Agenda
Apart from the CSAT discussion, the committee will review the progress made in filling vacancies across various Central government departments and recruitment agencies. Senior officials from DoPT and UPSC are expected to brief the panel on recruitment status, existing vacancies and measures being taken to strengthen the recruitment process. The committee is also likely to assess the functioning of major recruitment bodies and monitor ongoing efforts to improve manpower availability in government departments.
What the UPSC CSAT Review Could Mean for Aspirants?
The meeting does not indicate an immediate change in the Civil Services Examination pattern. Instead, it forms part of the committee's ongoing examination of recruitment policies and examination procedures. Any modification to the CSAT syllabus, question pattern or qualifying structure would require further evaluation and formal approval by the concerned authorities before implementation. For now, UPSC aspirants should continue their preparation according to the existing examination pattern while monitoring official announcements for any future policy decisions.
