The University Grants Commission (UGC) has directed universities and higher education institutions to strictly implement provisions related to PwD rights in higher education and ensure compliance with the Rights of Persons with Disabilities (RPwD) Act, 2016. The commission has also asked institutions to submit details of students with disabilities, recruitment and scholarships through the UGC portal by September 30, 2026.

Under the latest directions, higher education institutions have been asked to ensure that the rights of Persons with Disabilities (PwD) are protected during admissions, academic activities and other areas of campus life.
The commission has highlighted compliance with Section 32 of the RPwD Act, which deals with reservation of seats for persons with disabilities in higher educational institutions. Universities are also required to ensure that the applicable PwD reservation in admissions is properly implemented for each course.

Institutions have been directed to adopt the applicable Harmonized Guidelines and Space Standards for Barrier-Free Built Environment while improving campus infrastructure. The statistical report required through the UAMP portal covers multiple areas related to disability inclusion in higher education.
Universities have been asked to provide information on:
- Students with disabilities admitted to the institution and individual courses.
- Teaching staff with disabilities recruited by the institution.
- Non-teaching staff with disabilities recruited by the institution.
- Fellowships provided to students with disabilities.
- Scholarships provided to eligible students.
Universities have also been directed to circulate the instructions among their constituent and affiliated colleges and ensure compliance.
