The University Grants Commission has issued fresh guidelines asking universities and colleges across India to prioritise student mental health, physical fitness and emotional well-being on campus. The directive aims to create a safe and supportive academic environment in higher education institutions (HEIs) The initiative aligns with the goals of the National Education Policy 2020, which emphasises holistic development and stronger support systems for students.
Focus on Student Support Systems
According to the guidelines, universities must establish structured mental health support services, including counselling and guidance facilities for students. Many students face challenges such as academic pressure, career anxiety, peer influence and behavioural stress, particularly during university years. The new framework aims to help institutions address these issues effectively and ensure timely assistance for students experiencing emotional or psychological distress.
Counselling Centres and Mental Health Professionals
The UGC has recommended that institutions set up dedicated counselling centres staffed with trained mental health professionals. These centres will provide psychological guidance and monitor students who may require additional support. Universities are expected to maintain records and monitoring systems to identify early signs of distress and introduce programmes that promote resilience, mental wellness and student retention.
Strengthening Campus Safety Measures
Apart from mental health support, the UGC has emphasised the need to ensure safe campus infrastructure and secure environments for students. Institutions should ensure proper security arrangements in areas such as:
- Hostels
- Libraries
- Cafeterias
- Playgrounds
- Student activity spaces
Controlled entry systems and protective measures are also recommended to prevent potential threats to students’ safety and well-being.
Aim to Create Supportive Campus Environments
The UGC stated that the objective of the guidelines is to build healthy, inclusive and supportive campuses where students can focus on their academic growth without fear or excessive stress. By strengthening mental health services and campus safety frameworks, the higher education regulator aims to encourage universities to adopt a holistic approach to student development and well-being.
