UGC 2025-26 ODL & Online Programs: 101 Universities, 113 Online Course

The University Grants Commission (UGC) has released the official list of higher education institutions offering ODL and online programs for the 2025-26 academic session. This initiative covers both Open and Distance Learning (ODL) and fully online programs to expand access to higher education across India. A total of 101 universities and 20 Category-1 institutions have been approved to offer ODL programs, while 113 universities are authorised to conduct online courses. Students interested in enrolment can apply, with classes scheduled to commence between July and August 2025.

UGC 2025-26 ODL Programs: Eligibility and Guidelines

The UGC has specified that institutions offering ODL programs must adhere to certain guidelines to maintain academic and administrative standards.

• Territorial Jurisdiction: ODL programs must respect the geographic jurisdiction of learner support centres.
• Affidavit Compliance: Institutions have submitted affidavits taking responsibility for any violations or non-compliance.
• Category-1 Institutions: These universities can continue offering ODL programs, provided they maintain their Category-1 status.
• Deemed Universities: Certain ODL programs in management, computer applications, and travel/tourism require prior AICTE approval.

These measures ensure that students receive quality education while maintaining institutional accountability.

UGC 2025-26 Online Programs: Scope and Regulations

For online programs, the UGC has made clear that courses cannot be franchised, ensuring direct control and quality delivery by the offering university. These programs aim to enhance flexible access to higher education, especially for working professionals and students from remote areas.

• Number of Universities: 113 universities approved for online courses.
• Program Start: Classes for online programs are scheduled to begin in July–August 2025.
• Learner Support: Institutions must maintain robust support systems for online learners, including access to faculty, digital resources, and counselling.
