The University Grants Commission (UGC) has released the official list of higher education institutions offering ODL and online programs for the 2025-26 academic session. - Territorial Jurisdiction: ODL programs must respect the geographic jurisdiction of learner support centres.
- Affidavit Compliance: Institutions have submitted affidavits taking responsibility for any violations or non-compliance.
- Category-1 Institutions: These universities can continue offering ODL programs, provided they maintain their Category-1 status.
- Deemed Universities: Certain ODL programs in management, computer applications, and travel/tourism require prior AICTE approval.

For online programs, the UGC has made clear that courses cannot be franchised, ensuring direct control and quality delivery by the offering university. These programs aim to enhance flexible access to higher education, especially for working professionals and students from remote areas.
