- Category-1 Institutions: These universities can continue offering ODL programs, provided they maintain their Category-1 status.
- Deemed Universities: Certain ODL programs in management, computer applications, and travel/tourism require prior AICTE approval.

For online programs, the UGC has made clear that courses cannot be franchised, ensuring direct control and quality delivery by the offering university. These programs aim to enhance flexible access to higher education, especially for working professionals and students from remote areas.
