Odisha Chief Minister Mohan Charan Majhi has directed the Odisha Public Service Commission (OPSC) to include 151 additional posts in the Odisha Civil Services Examination 2025. The decision was taken after criticism over the exclusion of key Group A services from the recruitment notification issued on 31 December 2025.
Why 151 Posts Were Added to Odisha Civil Services Exam 2025
The directive came after aspirants raised concerns over the omission of major services such as Odisha Administrative Service (OAS), Odisha Finance Service (OFS), and Odisha Revenue Service (ORS) from the original notification. Following a review, the chief minister instructed concerned departments to immediately assess existing vacancies and initiate recruitment for all eligible posts. Acting on this decision, the state government formally requested OPSC to revise the vacancy list.

The OPSC Civil Services Examination 2025 notification, released on 31 December 2025, had announced 314 vacancies across seven services. Of these, 104 posts were reserved for women. The only Group A service included initially was Odisha Police Service (OPS) with 12 posts. Other notified services included:
- Odisha Taxation and Accounts Service – 176 posts
- Odisha Labour Service – 98 posts
- Odisha Skill Development and Employment Service – 10 posts
- Odisha Tourism Service – 8 posts
- Odisha Excise Service – 6 posts
- Odisha Cooperative Service – 4 posts
The absence of major Group A cadres triggered dissatisfaction among aspirants and highlighted coordination gaps between departments.
Government Stand on Recruitment and Vacancy Inclusion
Reiterating the state government’s focus on employment generation, the chief minister stated that recruitment remains a top priority. He highlighted that nearly 40,000 government posts have been filled in the last 18 months. He also directed all departments to ensure that all vacancies existing up to the date of notification are included whenever recruitment examinations are conducted, so that no sanctioned posts remain unfilled.
