JNU Appoints IAS Rohit Kansal Honorary Fellow, Teachers Question Approval

Jawaharlal Nehru University has appointed IAS officer Rohit Kansal as Honorary Special Fellow at a strategic studies centre. The JNU Teachers’ Association (JNUTA) has questioned the decision, claiming the appointment was made without Executive Council approval and violates university statutes.

Jawaharlal Nehru University (JNU) has announced the appointment of senior IAS officer Rohit Kansal as Honorary Special Fellow at one of its academic centres. The decision has triggered criticism from the JNU Teachers’ Association (JNUTA), which alleges that the appointment was made without approval from the university’s ExecutiveCouncil, raising questions about compliance with institutional statutes.

 

Appointment Announced by JNU Administration

The university recently shared the announcement through its official communication channels. According to the statement, Vice-Chancellor Santishree Dhulipudi Pandit welcomed Kansal’s appointment, noting that it recognises his extensive administrative experience and public service. Kansal, a 1995-batch IAS officer currently serving as Additional Secretary in the Ministry of Textiles, has been appointed as Honorary Special Fellow at the Chhatrapati Shivaji Maharaj Centre for Security and Strategic Studies, which operates under JNU’s School of International Studies (SIS). The university indicated that Kansal’s expertise in governance and policy could contribute to academic discussions and research in strategic and security studies.

 

JNUTA Questions Statutory Validity of Appointment

Soon after the announcement, the JNU Teachers’ Association issued a statement challenging the move. The teachers’ body claimed that the designation of “Honorary Special Fellow” does not exist in the university’s statutes, and therefore the appointment may not comply with established procedures. JNUTA also argued that under JNU regulations, the Executive Council (EC) is the only authority empowered to create new posts and approve appointments within the university. According to the association, any such appointment made without EC approval could be considered invalid. The teachers’ body has asked the Vice-Chancellor to clarify the legal basis of the decision and has demanded that the announcement be withdrawn if proper statutory procedures were not followed.

 

No Immediate Response from University

At the time of the controversy, there was no official response from the JNU administration addressing the concerns raised by the teachers’ association.The development has sparked discussions within the university community about governance processes and transparency in appointments. Faculty representatives have emphasised the need for adherence to statutory procedures to maintain institutional accountability and academic autonomy.

 

Background of the Appointee

Rohit Kansal is a senior IAS officer from the AGMUT cadre with experience in several administrative roles, including positions in the Government of Jammu and Kashmir and the central government. His professional background includes work in infrastructure development, governance reforms, and policy administration. While the appointment was intended to bring policy expertise into academic discourse, the debate surrounding procedural approval has placed the decision under scrutiny within the university community.
