Bharat Rashtra Samithi (BRS) senior leader and former Health Minister T. Harish Raohas urged Chief Minister A. Revanth Reddy to introduce 85% local reservation for Telangana students in Medical PG management quota seats. He said the absence of a local quota was causing serious injustice to Telangana students seeking postgraduate medical admissions.
In an open letter to the Chief Minister on Sunday, Harish Rao criticised the State government’s indifference and stated that Telangana students were being deprived of fair opportunities in medical postgraduate admissions. He demanded immediate action to safeguard local students’ interests.
BRS Seeks Local Reservation in Management Quota Seats
Rao highlighted that Telangana had 1,801 Medical PG seats, out of which 50% were allotted to the All-India Quota (AIQ). The remaining 50% state quota included 450 seats under the management quota. However, due to the non-implementation of a local quota, candidates from other States were securing these seats, leaving Telangana students at a disadvantage.
He pointed out that Andhra Pradesh (AP) follows an 85% reservation for local students in its management quota, allowing only 15% for non-locals. If a similar rule were adopted in Telangana, local students would benefit from 382 seats, while only 68 seats would go to non-local candidates.

BRS Cites Past Policy for Local Student Benefit
Harish Rao reminded that during the previous BRS government, admission rules were amended to benefit Telangana students. Under those changes, 100% seats in medical colleges established after June 2, 2014 — the formation of the State — were reserved for Telangana locals.
This policy had helped Telangana students gain:
- 520 additional MBBS seats
- 1,300 B-category seats with 85% local reservation
- A total of 1,820 extra seats with the establishment of 20 new medical colleges
Rao emphasised that continuing Medical PG admissions without enforcing a local quota in management seats would make Telangana students lose around 382 seats. He appealed to the Chief Minister to restore fairness and implement local reservation immediately.
Demand for Government Action
The BRS leader concluded that the government must prioritise Telangana students and uphold the spirit of State formation, which was aimed at ensuring educational and professional opportunities for locals. He urged the Chief Minister to issue directions to the concerned authorities for implementing an 85% local quota in Medical PG management seats from the current admission cycle.
