UPSC to Prioritise Cuttack Centre for PwBD Exam Candidates

The Union Public Service Commission (UPSC) has announced a reform to prioritise the Cuttack examination centre for Persons with Benchmark Disabilities (PwBD) aspirants applying for national-level examinations. This step aims to reduce logistical hurdles and ensure enhanced accessibility for candidates facing mobility or other disability-related challenges. Under the revised policy, aspirants from the PwBD category who select Cuttack as their preferred examination centre will be given priority in centre allocation, even when the standard capacity is reached for other candidates. This move reflects a broader commitment to inclusive examination practices across UPSC-administered competitive tests.

 

UPSC PwBD Accessibility Reform and Centre Allocation Strategy

The UPSC’s updated centre allocation policy for PwBD candidates is part of a wider initiative to ensure inclusive, equitable access to competitive examinations for all aspirants. Historically, centres such as Cuttack, Delhi, Patna, and Lucknow have quickly reached full capacity, limiting options for physically challenged candidates. Under the new process:

  1. UPSC will first use the regular seating capacity of selected centres for all candidates, including PwBD applicants.
  2. Once a centre reaches its regular capacity, it will no longer be available to non‑PwBD candidates, but PwBD aspirants will still be able to select it.
  3. Where needed, the commission will make additional capacity arrangements to ensure that PwBD candidates are not denied their preferred centre.

This mechanism ensures that PwBD UPSC aspirants can sit for exams closer to home or in more accessible locations without being forced to travel long distances or manage difficult logistics.

Cuttack has been highlighted due to its infrastructure readiness and accessibility features, making it a suitable preferred location for disabled candidates. By prioritising Cuttack and similar centres, UPSC aims to:

  • Reduce travel burden and physical strain for PwBD candidates
  • Enhance comfort and accessibility for exam day experiences
  • Promote equal opportunity regardless of physical ability

Experts believe this change will positively impact thousands of PwBD aspirants, particularly those applying for the Civil Services Examination, Engineering Services, Combined Defence Services, and other UPSC examinations.
