Prime Minister Narendra Modi on October 1 called on the Union Public Service Commission (UPSC) to continuously reform its examination and recruitment processes, stressing that examinations are directly connected to the future of young aspirants. Addressing the UPSC Centenary Celebrations 2026 at Bharat Mandapam in New Delhi, he said examination systems should follow the principle of “time certainty.”

 

PM Modi said an examination should not be treated merely as an event because delays of even a few months can create difficulties for aspirants. His remarks come as the UPSC completes 100 years, having been established on October 1, 1926.

 

UPSC Examination Reform 2026: PM Modi Emphasises Time Certainty

The Prime Minister urged examination and recruitment bodies to keep pace with the changing needs of the country. He said the institutions conducting competitive examinations must continuously work on reforms and ensure greater predictability in recruitment timelines.

 

For UPSC aspirants, the emphasis on time certainty is significant because examination schedules, recruitment stages and delays can affect preparation plans and other career decisions. PM Modi specifically linked timely examinations with the future of young people.

 

UPSC Recruitment Process Should Assess More Than Academic Knowledge

PM Modi also spoke about the way candidates are assessed in UPSC recruitment examinations. He said the recruitment process should not focus only on how much a candidate knows but should also consider why a young person wants to join the civil services.

 

According to his remarks, the objective is to bring candidates into public service who are motivated by public service rather than only by public office. This was presented as part of a broader discussion on the changing expectations from civil servants and public institutions.

 

UPSC 100 Years: Key Facts About the Commission

The UPSC 100 years celebration marks a century since the first Public Service Commission was established in India in 1926. The Commission subsequently evolved into the constitutional body responsible for conducting examinations and advising the government on recruitment and related service matters.

 

The scale of UPSC's examination operations has also expanded considerably. Official data released around the centenary shows that applications across examinations and recruitment by selection increased from 42,727 in 1950-51 to 45,10,044 in 2022-23. Examination centres increased from eight in 1950 to 86 in 2026.

The official centenary data also records a substantial increase in women's representation. Women accounted for 3.6% of candidates recommended in 1952 compared with 31.2% in the Civil Services Examination 2025. Women also secured 11 of the top 25 ranks in CSE 2025.

 

UPSC Aspirants and Changing Recruitment Expectations

The Prime Minister also highlighted how the profile of candidates entering public services has changed. He noted that opportunities that were once more concentrated among candidates from major cities, affluent families and leading institutions are now reaching young people from villages and smaller towns as well.

 

He further pointed to changing expectations of citizens in an environment shaped by technology, artificial intelligence and real-time information. According to his remarks, these changes require corresponding transformation in the functioning and capacity of civil services.

 

UPSC Examination Reforms and Technology

Technology and examination reform were also central themes during the UPSC Centenary Celebrations 2026. The Commission's official centenary material highlights measures aimed at strengthening examination integrity, including digital e-admit cards and face authentication.

 

The UPSC Chairman, Dr Ajay Kumar, has also emphasised assessment methods that test reasoning, spontaneous thinking and judgment under ambiguity instead of relying primarily on predictable or coached answers. The Commission has identified Trust, Transparency and Technology among the guiding principles for its next phase.
