 UGC Approves 101 Universities for ODL and Online Courses 2025-26

The University Grants Commission (UGC) has released the updated list of higher educational institutions (HEIs) approved to offer open and distance learning (ODL) and online programmes for the academic year 2025-26. This initiative aims to expand access to quality higher education across India. For the 2025-26 session, 101 universities and 20 Category-1 institutions are approved to offer ODL programmes starting July-August 2025, while 113 universities will provide online courses. Additionally, 13 institutions will offer Online Learning (OL) programmes.

 

UGC Guidelines for ODL and Online Programmes

The UGC has issued strict compliance rules to ensure quality education in ODL and online programmes.

  • ODL Programmes: Universities must adhere to territorial jurisdiction policies and maintain Learner Support Centres (LSCs) to facilitate student support and administrative processes. Institutions are required to follow UGC regulations regarding admission criteria, course duration, credit allotment, and evaluation.
  • Online Programmes: Online courses must be fully owned by the offering institution and cannot be franchised. Deemed universities must obtain a No Objection Certificate (NOC) from the All India Council for Technical Education (AICTE) to conduct online or ODL courses in management, computer applications, and travel/tourism at undergraduate, postgraduate, or postgraduate diploma levels.
  • Admission Compliance: Institutions must complete student admissions and upload accurate data by October 15, 2025. Affidavits confirming the authenticity of submissions and acceptance of responsibility for errors have been submitted by all participating HEIs.

This move by the UGC is expected to enhance accessibility and flexibility in higher education while maintaining strict quality standards. Institutions and students are advised to follow official guidelines closely to ensure compliance and successful programme participation.
