Telangana Draft Education Policy Focuses on EdTech Push, Check Details

The final draft of the Telangana Education Policy 2025 is expected to be submitted to the state government in the first week of December 2025, with education technology and digital innovation positioned as its core pillars. The policy is being prepared as a guiding framework for the state’s long-term development under the Telangana Rising 2047 vision. An expert committee formed in August 2025 is currently finalising recommendations after extensive consultations. The policy aims to strengthen learning outcomes, reduce regional and social disparities, and build a future-ready education ecosystem aligned with national and global standards.

 

Key Objectives of Telangana Education Policy 2025

The Telangana Education Policy is envisioned as a transformational roadmap to complement and improve upon the National Education Policy 2020. Officials confirmed that several critical gaps identified in the national framework have been addressed through state-specific reforms. The draft policy seeks to build a world-class, inclusive and technology-driven education system across school, intermediate and higher education levels. It also aligns education planning with the state’s $3 trillion economy target by 2035, focusing on employability, innovation and lifelong learning. Eleven core and sub-committees were constituted to study specific domains such as curriculum design, infrastructure development, teacher training and joyful learning environments.

 

Digital Education Framework and EdTech Roadmap

The committee acknowledged that despite past investments, digital education in Telangana continues to face uneven access, weak classroom integration and limited data governance. To address these gaps, a structured technology framework has been proposed. TGCHE Chairman and TEP member Balakista Reddy confirmed that the draft policy rests on 4 key digital pillars:

  • Telangana Digital Shala transformation
  • Universal digital access and literacy
  • Teachers as digital innovators
  • Data-driven governance and personalised learning support

Before outlining the phases, officials highlighted that successful digital reform will depend on teacher training, infrastructure upgrades and transparent data systems across institutions.

 

3-Phase Digital Implementation Plan

The draft proposes a phased execution strategy to ensure measurable outcomes and financial sustainability:

  • Phase 1 (0–18 months): Launch of EdTech Roadmap 2035, pilot Digital Learning Hubs and micro-certification programs for teachers
  • Phase 2 (1–3 years): Establishment of SEDEX, Data Governance Policy rollout, Digital Learner Record Wallets and AI-based dashboards
  • Phase 3 (3–7 years): Creation of Digital Education Mission Delivery Unit, EMIS upgrade, public-private partnerships and outcome-based financing

 

Private School Fee Regulation and English-Medium Push

Another major reform proposed in the draft is the introduction of a Private School Fee Regulation Bill, already submitted to the state government. Schools have been categorised into multiple segments, including budget schools, to ensure transparency and affordability. The policy also lays strong emphasis on strengthening English-medium education in government schools, alongside enhanced communication and employability skills. Proposals to better integrate intermediate education with skill-based learning are also under review. Officials confirmed that the final consolidated draft will be submitted in the first week of December 2025 and will act as a working framework for statewide education reforms
