Ravidasia Community Seeks End to SC Classification and Jobs

Members of the Ravidasia community from various parts of Haryana gathered in Hisar on Saturday, raising strong concerns about discrimination in education, recruitment, and reservation implementation. The gathering marked one of the community’s significant public demonstrations this year, focusing on long-pending demands related to social justice.

The speakers claimed that the community had been facing systemic neglect across multiple areas, including access to scholarships, timely welfare benefits, and fair representation in government jobs. The protest saw wide participation from youth and activists who wanted the state administration to restore what they described as “constitutional guarantees” for the community.

Call to End SC Sub-Classification

Addressing the gathering, organising committee representative Shishpal Chalia alleged that the internal classification within Scheduled Castes was affecting students and job aspirants from the Chamar community. According to him, Deprived Scheduled Caste (DSC) groups were being placed within the same quota bracket, reducing opportunities for Ravidasia students.

He stated that this categorisation had created an imbalance in reservation distribution. The protesters demanded that the government discontinue such sub-classification to ensure fair access to educational and employment benefits. The community also called for increasing the SC quota in Haryana from 17 percent to 22.5 percent, citing demographic representation and backlog vacancies.

Concerns Over Government Recruitment Practices

Another major concern raised during the protest was unemployment. The speakers alleged that recruitment agencies reject eligible candidates by marking them as “Not Found Suitable (NFS),” after which the reserved posts remain unfilled. The community demanded:

  • Filling of 72,000 backlog SC posts
  • Scrapping the NFS rule
  • Closing the Kaushal Rojgar Nigam
  • Restoring regular government recruitment instead of outsourced hiring

The speakers claimed that outsourcing had reduced job security and transparency while increasing delays in recruitment.

Debate Over Allocation of Reserved Leadership Posts

The protesters criticised the government’s decision to allocate the only reserved seat in senior-level government positions exclusively to DSC candidates. They argued that this move sidelined the Chamar community from leadership roles. Several speakers said the decision appeared intentional and discouraged Ravidasia representation at higher administrative levels.

Pending Scholarships and Welfare Support

The gathering also highlighted delays in scholarship distribution and welfare schemes meant for SC students. The community alleged that pending applications and inconsistent disbursal had disrupted the education of many students. They blamed the Social Welfare Department for what they described as biased and slow functioning.

Demand for Uniform National Education System

The protest concluded with a demand for a national-level education reform. The speakers called for a “One Nation, One Syllabus, One Board” model to ensure uniform opportunities for students across all communities. According to them, disparities in school systems and curriculums affect marginalised sections the most. The Ravidasia community stated that if their concerns continued to go unheard, they would plan larger state-wide demonstrations in the coming months.
