Among the distinguished papers, the first Best Paper Award was granted to “Governance-as-Architecture: A Framework for Compliance-Native AI in Regulated Large-Scale Data Ecosystems,” authored by Sudhir Vishnubhatla. Reviewers commended this work for advancing the discussion on AI governance beyond mere policy checklists. It proposes a meticulously engineered, compliance-native framework that integrates policy, controls, and evidence as fundamental architectural constructs rather than as afterthoughts.

 

This innovative paper introduces a multi-plane reference architecture encompassing control, data, model, and decision planes. It elucidates how elements such as policy-as-code, lineage-by-default, model-risk gates, and human-in-the-loop safeguards can be seamlessly integrated into extensive, distributed AI ecosystems. This integration ensures that compliance is not only continuously enforced but also demonstrably provable.

 

The committee noted that the paper serves as a practical guide for regulators and chief data officers, combining conceptual rigor with an implementation roadmap that is particularly relevant to sectors like financial services, healthcare, critical infrastructure, and public-sector AI deployments.

The second Best Paper Award was awarded to “Quantum Computing as a Service (QCaaS): Architecture, Orchestration, and Performance Trade-offs,” co-authored by Rajesh Kumar, Hemang Upadhyay, Chandra Prakash Pandey, and Priya Ranjan Kumar. This paper stands out in a field often characterized by lofty promises, offering a systematic, engineering-driven examination of hybrid quantum-classical cloud platforms.

 

It meticulously outlines a QCaaS stack that ranges from user APIs and orchestration services to quantum processing units and cloud infrastructure. The authors delve into critical aspects such as scheduling, communication latency, error mitigation, and cost-aware resource management, all of which significantly influence real-world performance.

 

By comparing classical, hybrid, and pure quantum execution models, the authors ground their discussion in practical applications across various domains, including optimization, financial governance, ethical AI, and supply chain management. Reviewers described this work as “one of the most practically useful blueprints for enterprises planning serious quantum experiments over the next decade.”
