The Odisha government has decided to free all college lands from illegal encroachment across the state. The announcement was made by Higher Education Minister Suryabanshi Suraj during the Winter Session 2025 of the Odisha Legislative Assembly. District collectors have been officially instructed to take immediate action to reclaim encroached institutional land.
District Collectors Directed to Clear Encroached College Land
The state government has issued strict directions to district administrations to identify and remove illegal occupation on college properties. The move aims to safeguard public education assets and restore land ownership to educational institutions. Before this action plan was finalised, several field reports were reviewed by the state education department. These reports highlighted widespread illegal occupation of government college land in multiple districts. Authorities are now expected to begin coordinated removal drives with the support of revenue and police departments. The government has clarified that the exercise will be carried out in a lawful and time-bound manner to avoid administrative delays. This directive applies to all government-funded colleges and higher education institutions across Odisha.
Bhadrak Women’s College Incident Highlighted in the Assembly
While addressing the Assembly, the Higher Education Minister specifically referred to the situation at Bhadrak Women’s College. The minister stated that the institution had earlier witnessed disturbances created by anti-social elements occupying nearby land. Following the change in the state administration, coordinated action was taken to restore law and order in the area. The encroachment linked to unlawful activities around the college premises was addressed through district-level enforcement. The government cited this case as an example of how administrative intervention can help restore academic safety and discipline. The minister also confirmed that several other colleges in Odisha continue to face similar land encroachment issues, which will now be addressed under the new directive.
Government Focus on Protecting Higher Education Infrastructure
The ongoing encroachment crisis has become a major concern for the higher education sector in Odisha. Government officials have emphasised that illegal occupation of college land not only results in loss of public property but also compromises student safety, campus expansion, and infrastructure development. Before the clearance operations begin, district administrations have been instructed to complete updated land surveys and legal verification. Once verified, eviction notices will be issued in accordance with land and revenue laws. The reclaimed land will be officially handed back to the respective college authorities for academic use. Officials have underlined that this initiative is meant to strengthen the higher education ecosystem in Odisha and ensure a secure academic environment for students and faculty.
Long-Term Impact on Colleges and Students in Odisha
The removal of illegal encroachment is expected to create long-term benefits for colleges that have faced infrastructure constraints due to unauthorized land occupation. With land reclaimed, institutions will be able to expand classrooms, hostels, libraries, and research facilities in a planned manner. The government also believes that protecting institutional land will reduce future disputes and improve governance at the institutional level. Students studying in encroachment-affected colleges are expected to benefit from enhanced safety standards and improved campus facilities once the land clearance process is completed. The district-wise progress of the eviction drive will be monitored directly by the state education department to ensure effective enforcement.
