Odisha Cabinet Approves 3 Major Changes to Govt Recruitment Rules

The Odisha Cabinet has approved 3 major amendments to the existing recruitment rules to streamline hiring for Group B and Group C government posts. The decision was taken during the Cabinet’s 31st meeting chaired by Chief Minister Mohan Charan Majhi at Lok Seva Bhawan. These rule changes will directly impact recruitment conducted by the Odisha Staff Selection Commission (OSSC) and are aimed at expanding exam coverage, improving flexibility, and accelerating vacancy filling across departments.

Expansion of Posts Under Combined Graduate Level Recruitment Rules

The first amendment relates to the Combined Graduate Level Recruitment Examination for Group B and Group C Specialist Posts and Services Rules, 2022. Earlier, the schedule included 29 posts under this examination framework. Before reviewing the official changes, it is important to note that multiple departments had been seeking inclusion of new specialist posts under a centralised recruitment model to reduce administrative delays. The revised structure is expected to ensure uniform selection procedures and faster appointments. Under the amended rules:

  • 14 new posts have been added to the approved schedule
  • 4 existing posts at serial numbers 10, 14, 15 and 17 have been removed
  • OSSC will now conduct recruitment for the updated list through combined examinations only

This restructuring is expected to improve manpower planning and reduce repeated recruitment cycles.

Changes in Group B and Group C State Cadre Recruitment Framework

The second amendment concerns the Combined Graduate Level Recruitment Examination for Group B and Group C State Cadre Posts or Services Rules, 2022. Previously, the recruitment schedule consisted of 20 posts. With the new Cabinet approval:

  • 4 additional posts have now been included
  • The total number of posts under this category has increased to 24

A crucial operational change has also been introduced in Rule 5(b). OSSC will now be allowed to issue a second recruitment advertisement within the same calendar year if additional requisitions are received after the first notification. This move is expected to reduce delays caused by late departmental requisitions and ensure quicker vacancy coverage.

Inclusion of New Post Under 10+2 Level Recruitment Rules

The third amendment applies to the Combined Higher Secondary 10+2 Level Recruitment Examination for Specialist Posts or Services Rules, 2022. The schedule earlier covered 11 posts. A new post, Junior Forensic Attendant under the State Forensic Science Laboratory of the Home Department, has now been added. With this inclusion, the total number of posts under this category has increased to 12, all of which will be filled through unified OSSC examinations.

Impact on Odisha Government Job Aspirants

These amendments are expected to significantly benefit aspirants preparing for Odisha government jobs. Centralised recruitment through OSSC will now cover a wider range of posts, reduce irregular hiring patterns, and improve transparency. The provision for multiple recruitment notifications in 1 year will also ensure quicker access to new job opportunities. Officials stated that the reforms are aligned with the state’s long-term plan to modernise recruitment systems, reduce procedural delays, and improve administrative efficiency across departments.
