MBBS permission withdrawn by the Medical Assessment and Rating Board has impacted Shri Mata Vaishno Devi Institute of Medical Excellence in Jammu and Kashmir. The decision has been taken due to non compliance with minimum standards prescribed for medical colleges, as per regulatory norms of the National Medical Commission. The withdrawal applies to the current academic cycle, even though admissions had already been initiated. Authorities have clarified that affected students will not face academic loss.
MARB Order on MBBS Permission Withdrawal
The Medical Assessment and Rating Board issued an order withdrawing the Letter of Permission granted to the institute after it failed to meet essential requirements. The decision was taken following regulatory review despite earlier conditional approval being granted. The board stated that continued non compliance with mandatory standards left no option but to revoke permission for running the undergraduate medical programme.
Deficiencies Found During Surprise Inspection
The action followed a surprise inspection conducted under provisions of the National Medical Commission Act, 2019. The inspection reportedly revealed serious shortcomings in multiple critical areas required for medical education. These included deficiencies in infrastructure, faculty strength, clinical material, and hospital facilities. The board observed that such gaps could adversely affect the quality of medical education and clinical exposure for MBBS students.
Students to Be Shifted as Supernumerary Seats
To protect student interests, the MARB has directed that all students admitted to the institute be accommodated in other recognised medical colleges within Jammu and Kashmir. These students will be adjusted as supernumerary seats beyond the approved intake of the receiving colleges. The responsibility for reallocating students has been assigned to the competent authority of the Union Territory administration, ensuring uninterrupted continuation of their medical education.
Regulatory and Financial Action Against the Institute
In addition to withdrawing permission, the MARB has initiated regulatory action by invoking the performance bank guarantee submitted by the institute. This step aligns with norms applicable to institutions failing to comply with prescribed standards.
