JK Govt Issues New Admission Rules for Private Schools | LIVE

The Jammu and Kashmir Government has issued a fresh set of instructions for recognised private educational institutions to streamline the admission process and ensure compliance with official regulations. The directive has been issued to all Chief Education Officers (CEOs) across districts, with strict timelines and mandatory reporting provisions. The Education Department noted that several private schools had begun the admission cycle for the new academic year. To ensure uniformity, the department instructed CEOs to verify that every private school follows the rules prescribed under the JK School Education Act and the Fee Fixation and Regulation Committee (FFRC).

The department emphasised that no school is permitted to collect any unauthorised fee under any circumstance. Schools must adhere only to FFRC-approved fee structures. The order states that the admission process must remain transparent, and all schools must avoid practices that create financial pressure on parents. Officials also highlighted recent instances where some schools displayed unapproved fee charts through websites, mobile apps, and notice boards. The department warned that publishing any fee structure without FFRC validation will be treated as a violation. Schools have been instructed to remove such displays immediately. CEOs have been asked to cross-check fee lists physically and submit verification reports.

The government also stressed that schools must not demand admission fees, building funds, donations, or compulsory annual charges without approval. The FFRC has already clarified that tuition, annual, and transport fees are the only permissible categories unless a special-purpose fee is allowed voluntarily. Any extra amount will be treated as illegal collection. To ensure compliance, every private school will now submit a written undertaking stating that the institution will follow all rules related to admissions and fees. CEOs have been asked to obtain these undertakings within the given time frame and forward consolidated district-wise reports to the Directorate.

The government further clarified that recognition status must be prominently displayed by every school. Parents must not be misled with unauthorised affiliations or misleading claims. Schools offering streams or subjects beyond their approved recognition will face action. Officials mentioned that the admission process should be fair and accessible. Schools must avoid interviews, screening tests or discriminatory shortlisting criteria. The department reiterated that no child should be denied admission on the basis of any informal payment request.

To monitor compliance, CEOs will conduct random inspections during the admission window. Any violation detected during these checks will be reported directly to the Directorate for action under the provisions of the Education Act. The department also encouraged parents to contact district authorities if they observe any irregularities. The new instructions have been issued as part of an ongoing effort to ensure transparency in private school operations. With the admission season beginning, the administration wants all institutions to follow the framework laid down by the education authorities and the FFRC.

The government stated that strict enforcement will continue throughout the admission cycle. District officials have been asked to maintain continuous communication with school managements and ensure that no unauthorised practice is allowed during admissions. The updated directions reinforce the government’s commitment to protecting students and parents from excessive or illegal financial demands. The Education Department will monitor compliance closely in the coming weeks.
