High Fees, Rule Violations Make Private Medical Education Unaffordable

Private medical colleges in Maharashtra are increasingly charging exorbitant fees beyond tuition, making professional education unattainable for many middle- and lower-income families. When Sachin Kamble, a 19-year-old aspirant from Gadchiroli, failed to secure admission in a government medical college due to slightly lower NEET scores, he turned to private institutions. Though the tuition at Sindhudurg Shikshan Prasarak Mandal’s medical college was ₹50,000 annually, officials allegedly demanded an additional ₹9 lakh for hostel and mess facilities, despite Kamble not opting for them. Kamble later secured admission at Topiwala National Medical College & BYL Nair Charitable Hospital, Mumbai, through a stray vacancy round after filing a complaint with the Admission Regulatory Authority (ARA).
Rising Costs Across Private Colleges
- MUHS-Affiliated Colleges: Tuition fees increased steadily; however, hostel and mess charges often push total annual costs to ₹12–14 lakh. Five-year MBBS programs may cost ₹60–70 lakh.
- Deemed Universities: Fees are unregulated by FRA. Total education costs often exceed ₹1 crore. For example:
- Pravara Institute, Ahilyanagar: ₹19 lakh tuition + ₹1.2 lakh hostel/mess per year → ₹1 crore over five years.
- DY Patil Medical College, Navi Mumbai: ₹27 lakh tuition + ₹3.5 lakh hostel + ₹2.84 lakh one-time registration → ₹1.25 crore total.
Beyond MBBS: Other Courses Affected
Students in BAMS, BHMS, BUMS, and scholarship recipients also face steep demands:
- Sanjana Kori (BAMS) had to submit ₹1.08 lakh upfront despite a full government scholarship.
- Scholarship delays for female students or social justice categories exacerbate financial pressure.
Regulatory Oversight and Challenges
- Fee Regulatory Authority (FRA) regulates tuition but not hostel/mess fees.
- Colleges often pressure students to sign undertakings stating they will pay if scholarships are delayed.
- DMER officials investigate complaints, but activists argue that enforcement is weak.
Dr. Ketan Deshmukh, Pune-based activist, stresses: “Middle-class families are struggling as private medical fees have risen nearly 50% in the last five years. CET cell representatives should oversee admissions for transparency.”
Why Fees Keep Rising?
Experts highlight structural challenges:
- Government funds cover ₹30 lakh per student annually in public colleges, creating a gap for private institutions to maintain quality.
- Colleges must meet National Medical Commission (NMC) standards, including teacher-student ratios and facilities, prompting additional fee collection.
Dr. Praveen Shingare, former DMER director: “Deemed colleges charging ₹25 lakh per year always fill seats due to quality education and demand from those who can afford it.”
Conclusion
While private medical colleges provide essential education, hidden charges and steep fee hikes are increasingly excluding lower- and middle-income aspirants. Advocacy groups demand stronger regulatory oversight and transparent fee structures to prevent exploitation and ensure equitable access to medical education.
