A major shift is expected in India’s higher education structure as the Centre prepares to table the Higher Education Commission of India (HECI) Bill during the upcoming Winter Session of Parliament. The bill aims to introduce a single, comprehensive regulator for higher education, marking one of the most significant reforms proposed under the National Education Policy (NEP) 2020.
A Unified Regulator for Higher Education
The new framework proposes the merger of three key bodies that currently regulate different sectors of higher education:
- University Grants Commission (UGC) – responsible for non-technical higher education
- All India Council for Technical Education (AICTE) – oversees technical and professional education
- National Council for Teacher Education (NCTE) – governs teacher education programmes
If approved, all three will be brought under the umbrella of the Higher Education Commission of India, which will act as a single regulator for institutions across the country.
Medical and Law Colleges Excluded
The restructuring will not apply to medical and law institutions. These programmes will continue to operate under their existing statutory councils, such as the National Medical Commission and the Bar Council of India.
What HECI Will Oversee?
The proposed commission is expected to handle:
- Regulation of higher education institutions
- Accreditation processes and quality checks
- Setting academic and professional standards
However, funding will not fall under HECI’s purview. Financial decisions will remain with the administrative ministry to ensure independent oversight of grants and allocations.
A Reform Years in the Making
The idea of a unified regulator has been discussed for nearly a decade. A preliminary version of the HECI Bill was released for public feedback in 2018, seeking to repeal the UGC Act and establish an integrated system. The proposal regained momentum after Dharmendra Pradhan became Union Education Minister in July 2021, leading to renewed consultations and revisions. Under the NEP 2020 vision, India’s regulatory mechanisms require “complete overhaul” to strengthen institutions and prepare the sector for long-term growth. The policy calls for separate, empowered bodies to manage regulation, accreditation, funding, and academic standards — a structure that the HECI Bill seeks to codify.
A Landmark Change Expected
If passed during the Winter Session, the bill will reshape how universities and colleges across the country are governed, creating a more unified and streamlined system. The reform is expected to play a crucial role in modernising the higher education landscape and aligning it with the goals outlined in NEP 2020.
