HECI Bill 2025 to Reshape Higher Education Regulation in India

The HECI Bill 2025 is set to be introduced in the upcoming Winter Session 2025, marking a major shift in India’s higher education regulatory framework. The bill proposes the formation of the Higher Education Commission of India as a single apex regulatory body. Once implemented, it will replace existing regulators such as UGC, AICTE, and NCTE in line with the vision of NEP 2020.

The proposed Higher Education Commission of India will function as the unified authority for regulating universities and professional institutions across the country. This structural reform aims to remove overlapping jurisdictions and streamline academic governance. Before examining the scope of this change, it is important to understand that the new framework separates regulation from funding. Unlike the UGC, the HECI will not have grant-disbursing powers. Instead, financial support will be handled by a separate funding mechanism under the central government. This distinction is expected to improve transparency and reduce regulatory conflicts. What is the HECI Bill 2025 and Its Legislative Background?

The concept of HECI is not new. The HECI (Repeal of UGC Act) Bill was first drafted in 2018 to repeal the UGC Act 1956. However, formal legislative movement gained momentum only after the release of NEP 2020, which strongly advocated a single transparent regulator for higher education. Under this proposal, HECI will act as a holistic regulator responsible for academic standards, quality assurance, and institutional governance. The bill also seeks to redefine the responsibilities of multiple professional education councils that currently function independently.

 

Education Councils Likely to Be Redefined Under HECI

The bill is expected to restructure the functioning of several professional councils overseeing education and training in specialised fields. Before reviewing the affected councils, it must be noted that medical and legal education will remain outside HECI’s jurisdiction. These sectors will continue to be regulated by their respective statutory bodies. The councils expected to undergo regulatory restructuring include:

  • Council of Architecture
  • Pharmacy Council of India
  • Indian Nursing Council
  • National Council for Hotel Management and Catering Technology
  • Indian Council of Agricultural Research

In 2021, the government had already created the National Commission for Allied and Healthcare Professionals as a separate regulator for healthcare education, indicating a sector-specific regulatory approach.

 

Impact of HECI Bill 2025 on Universities and Colleges

The introduction of the HECI Bill 2025 is expected to bring uniform standards of governance, accreditation, and academic quality across institutions. Universities regulated earlier by UGC, and colleges governed by AICTE and NCTE, will be monitored under one regulatory framework. This reform is aimed at improving institutional autonomy, reducing bureaucratic delays, and aligning India’s higher education ecosystem with global best practices. However, the removal of grant-related powers from academic regulation will also shift significant financial planning responsibilities to the central funding agencies.
