A recent departmental examination for engineers in Haryana has revealed one of the highest failure rates in recent years. The evaluation, conducted by the Haryana Institute of Public Administration earlier this year, recorded that nearly eighty-nine percent of the participating engineers were unable to clear all required papers. The results have raised concerns over technical readiness, domain understanding, and the state’s claims of merit-based recruitment. Senior officials confirmed that only a small fraction of the civil, electrical, mechanical, and horticulture engineers who appeared for the assessment secured a full pass. The outcome has triggered internal discussions on training gaps and the potential career impact on the affected officials.
Haryana Department Exam Results Highlight Competency Issues
According to officials from the Public Works (Buildings and Roads) Department, only seven out of sixty-one assistant engineers and sub-divisional engineers cleared all mandatory papers. The remaining candidates were placed in the “papers yet to be passed” category. A senior officer noted that several engineers managed to clear only a portion of the six required papers, while some were marked absent in one or more subjects. The unusually low pass rate has prompted questions on technical depth, practical field experience, and preparation levels.
Officials indicated that the findings have intensified scrutiny on the recruitment process, especially for positions filled through state commission examinations. A senior administrator remarked that the outcome puts the engineers’ functional expertise “under the scanner,” making it essential for departments to reassess internal training practices.
Impact on ACR, Promotions and Career Progression
Before presenting the data, officials confirmed that the departmental exam plays a significant role in an engineer’s service record. The examination outcome directly affects eligibility for promotions, higher responsibilities, and the annual confidential report. Below is a data-based breakdown of the result status:
The examination outcome is expected to influence multiple areas of service progression. Officials stated that failure in departmental examinations can lead to delayed promotions and adverse ACR remarks. In some cases, repeated failures may also result in debarment from future departmental tests. Considering the exceptionally high failure rate this year, the state government is expected to allow engineers to reappear to avoid widespread stagnation in service postings.
