The Delhi Government has announced a major education reform that will benefit thousands of students from vulnerable groups. Under the new policy, private unaided schools operating in non-conforming areas will be granted recognition. This move is expected to generate approximately 20,000 additional seats for students from Economically Weaker Sections (EWS), Disadvantaged Groups (DG) and Children with Special Needs (CWSN).
Policy Change for School Recognition and Additional Seats
Education Minister Ashish Sood stated that the reform resolves a long-standing issue of schools operating without formal recognition. Nearly 500 schools in non-conforming zones will now have a chance to apply for recognition through the Directorate of Education (DoE). Each applicant school must meet infrastructure, safety, teaching-staff and fee-transparency norms under the Right of Children to Free and Compulsory Education Act, 2009. The online application window is scheduled from November 1 to November 30, 2025.
Implications for EWS, DG and CWSN Students
The policy aims to address the shortage of recognised schools in Delhi which has limited access for students in special and disadvantaged categories. The DoE estimates that it receives close to 200,000 applications annually under EWS/DG/CWSN for just 40,000 available seats. The recognition of additional schools is expected to direct this demand into increased capacity. Key benefits include:

Parents are advised to enrol children only in schools with valid recognition from the DoE. The government has assured that the process will not disrupt ongoing education for any student and will safeguard continuity of learning during transition.

Schools successful in securing recognition will then be eligible to admit students under the new quota. Admission notifications for EWS/DG/CWSN categories are expected to follow standard lottery or merit-based procedures once recognition is confirmed.
