CBSE Class 12 Revaluation Fee Reduced After OSM Concerns as the Education Ministry announced lower charges for answer book access, verification and re-evaluation after student concerns regarding the newly introduced on-screen marking system.
The ministry clarified that the On-Screen Marking (OSM) process used for CBSE Class 12 Exams 2026 is transparent and internationally accepted. Officials also stated that students will receive refunds if re-evaluation leads to increased marks.

CBSE Says On-Screen Marking System Is Transparent
The Education Ministry stated that the OSM system is already used by several educational institutions globally and within India. According to officials, international boards such as International Baccalaureate and Cambridge also use digital evaluation methods.
Under the OSM process, answer sheets are scanned and evaluated digitally on computers. CBSE introduced the system for Class 12 board examinations in 2026.
The ministry explained that digital evaluation improves transparency and reduces calculation errors during marking. Officials also said the system allows answer books to be evaluated beyond the geographical limits of regional offices, improving objectivity in assessment.
CBSE Class 12 Pass Percentage Declines in 2026
CBSE recorded a decline in overall Class 12 pass percentage this year. The pass percentage dropped from 88.39% in the previous year to 85.29% in 2026. The number of students scoring 90% and above also fell to its lowest level since at least 2019.
Officials stated that the marking system has now become more objective and standardised. However, they clarified that there was no change in the assessment pattern or marking scheme. Only the evaluation method shifted from manual checking to digital assessment.
CBSE OSM System Faced Initial Technical Glitches
CBSE officials acknowledged that some technical issues occurred during the initial phase of evaluation when major subject checking began on March 17, 2026.
According to CBSE, teachers initially experienced system hanging and downloading issues while accessing scanned answer sheets. However, officials said the problems were resolved quickly, and the system functioned smoothly from March 18, 2026 onwards.
The board also revealed that around 13,000 answer books had scanning visibility issues because of light handwriting or ink problems. Those answer sheets were evaluated manually to ensure accuracy. CBSE maintained that step-wise marking and evaluation standards remain unchanged despite the transition to digital assessment.
