During the review meeting, all Vice-Chancellors were authorised to appoint part-time faculty members to ensure that regular classes continue without disruption. Bihar to Establish 211 New Degree Colleges Under Saat Nischay-3

The Bihar government has simultaneously accelerated the establishment of 211 new degree colleges across the state. These colleges are being developed under the ambitious Saat Nischay-3 programme to improve access to higher education at the local level. Before understanding the expansion plan, it is important to note that these institutions will mainly be established at block headquarters. The decision is expected to benefit students from rural and semi-urban regions who currently travel long distances for higher education.

The state government has directed officials to complete infrastructure development and staffing work on priority. Authorities believe the expansion of colleges will increase enrolment opportunities and improve Bihar’s overall higher education capacity. The proposed colleges are also expected to generate employment opportunities for teaching and non-teaching staff in the coming years. Recruitment for assistant professors, administrative employees, and support staff may increase significantly once these colleges become operational.

Bihar Universities Directed to Digitise Academic Administration

The state administration has also instructed universities to adopt digital systems for smoother academic management. During the meeting, Governor-cum-Chancellor Syed Ata Hasnain stressed the need for strict financial discipline and transparent university administration. Before implementing the new recruitment process, universities have been asked to integrate the online Samarth portal modules across campuses. The portal will help institutions digitise payroll systems, student records, academic administration, and faculty management processes.

Officials stated that digitisation would improve transparency in appointments, salary processing, attendance management, and student-related services. The move is also expected to reduce administrative delays in universities and affiliated colleges. The Bihar government has increasingly focused on modernising educational administration systems to align with national higher education reforms. Universities may receive further instructions regarding online admissions, examination processing, and faculty databases in the coming months.
